CITY ORDINANCE NO. 2013-245
AN ORDINANCE CONVERTING THE
RECENTLY REHABILITATED OLD CITY HALL LOCATED FRONTING THE CITY PLAZA, RIZAL
CORNER CONDEZA STREETS, GINGOOG CITY, INTO A CITY MUSEUM AND ARCHIVES, AND TO
BE MADE OFFICIAL REPOSITORY OF ALL DOCUMENTS, ANTIQUES, ARTIFACTS, RELICS,
BOOKS, EQUIPMENT, AND ANY OTHER MATERIALS POSSESSED OF HISTORIC AND CULTURAL VALUE
RELATING TO THE ORIGIN, GROWTH AND DEVELOPMENT OF GINGOOG AS A PLACE OF
SETTLEMENT AND OF GINGOOGNONS AS ITS PEOPLE.
BE IT ENACTED by the Sangguniang Panlungsod of Gingoog City, in session assembled:
SECTION 1. Statement of Policy. It shall be the policy of the City Government of Gingoog to
establish a City Museum and Archives in an area that provides the best atmosphere
and ambience for appreciation of art and historico-cultural objects valued for
their age and antiquity. To such an end, the City Museum and Archives shall be
developed by planting shade trees around it, beautified by proper landscaping,
and shall integrate into its fold the city library and similar edifices that
complement the purpose and functions of the City Museum.
SECTION 2. Definition of Terms.
1. Antiques
- an object having special value
because of its age, especially, a work of art or handicrafi that is over 100
years old.
2. Archives - an organized body of records pertaining to an organization or institution;
also the place in which such records are preserved; any repository of evidence
or information.
3. Artifacts - an object produced or shaped by human workmanship: especially, a
simple tool, weapon, or ornament of archeological or historical interest.
4. Museum - a
place or building in which works of artistic, historical, cultural and
scientific value are cared for and exhibited.
5. Relics - something
that has survived the passage of time: especially, an object or custom whose
original cultural environment has disappeared. Also something cherished for its
age or associations with a person, place or event; a keepsake
SECTION 3. The old City Hall fronting the City Plaza at Rizal comer Condeza Sts.,
which has been restored and rehabilitated, is hereby converted into a City
Museum and Archives of Gingoog City;
SECTION 4. As the City Museum and Archives, the Old City Hall is hereby made
official repository of all documents, artifacts, relics, books, antiques,
equipment and any other materials possessed of historic and cultural value
relating to the origin, growth and development of Gingoog and its people;
SECTION 5. Examples of historic/cultural documents, etc., are as follows:
a. Legislation (Congressional
Acts, Executive Orders, ordinances, etc.) creating Gingoog as a barrio,
municipality, city; earliest recorded ordinances/resolutions/communications
e.g. RA 2668; and related documentations in the Spanish language;
b. Documents and Books (History of Gingoog,
References to the establishment of Gingoog as Pueblo etc., order to transfer
the town from Daan-Lungsod to its present site); Higaonon costumes, implements,
ritual objects etc. . . ;
c. Official Logo, photos of seats of office,
city/municipal halls/buildings (new and old), shrines, forts, cannons,
weaponry; official song; official dance;
d. Artifacts, paintings, sculptures,
carvings, equipment, instruments, manuscripts, household/agricultural
implements, jewelries, any other work of art, antiques;
e. Personal possessions of early officials of
Gingoog worn during inaugurals, official business transactions, or special
occasions, etc.;
SECTION 6. For the purpose of upkeep and
regular maintenance, the said City Museum and Archives shall be directly under
the supervision and control of the chief executive (the City Mayor) who shall
provide it with a separate budget annually, and who shall appoint a duly
qualified and competent archivist/custodian with a yearly compensation equivalent
to a division chief, as well as assistant/s as may be deemed necessary and determined
by the chief executive.
SECTION 7. This ordinance shall take effect
upon approval.
